About the role

Company Description

Invest Gold Coast is the City of Gold Coast’s investment and economic development organisation, supporting strategic initiatives that contribute to the city’s continued growth and development.

Working across complex, city-shaping opportunities, Invest Gold Coast brings together commercial, investment, planning, infrastructure and stakeholder considerations to help establish clear development pathways and support informed decision-making.

Consulting Opportunity

Invest Gold Coast is seeking an experienced Project Development Lead to provide senior strategic and commercial advisory services for selected major projects and future city-shaping opportunities.

This is an on-site consulting opportunity based in Bundall, Queensland, with services engaged on an as-required basis through individual written task briefs. Each task brief will define the project context, required outcomes, deliverables, programme, budget and reporting arrangements.

The opportunity is suited to a highly experienced consultant who can establish a clear pathway from early project concept through feasibility, business case development, investment decision-making and early procurement.

This is not intended to be a routine project management or project administration role. The successful consultant will operate as a senior strategic adviser, providing commercial guidance, executive decision support and stakeholder leadership across complex and sensitive project environments.

Key Responsibilities

The Project Development Lead may be responsible for:

  • Refining project vision, objectives, strategic outcomes, priorities, critical success factors and decision pathways.
  • Leading integrated concept development, options analysis, feasibility assessments and business case activities.
  • Coordinating planning, property, infrastructure, financial, economic, commercial and stakeholder considerations.
  • Advising on commercial structures, funding and financing options, delivery models, procurement pathways, partnerships, joint ventures and risk allocation.
  • Supporting highest and best use investigations, land-use analysis, market assessments, infrastructure requirements and project staging.
  • Preparing or reviewing executive briefs, board and committee papers, investment submissions and recommendations.
  • Leading or supporting executive briefings, government engagement, workshops, negotiations and discussions with investors and delivery partners.
  • Providing advice on governance, decision rights, assurance, escalation and project gateways.
  • Supporting the transition and handover of projects into their next delivery phase.

Final responsibilities and deliverables will be specified in each approved task brief.

Qualifications and Experience

The successful consultant will demonstrate:

  • Substantial senior experience leading complex strategic projects through concept development, feasibility, business case preparation and early procurement.
  • Experience involving mixed-use precincts, urban regeneration, city-shaping development or significant infrastructure.
  • A strong record of advising and influencing senior executives, boards, elected representatives, government agencies, investors and major private-sector stakeholders.
  • Advanced commercial judgement across project structuring, delivery models, funding, financing, procurement and risk allocation.
  • The ability to integrate planning, property, infrastructure, financial, economic, stakeholder and delivery considerations.
  • Exceptional written and verbal communication, negotiation, facilitation and executive presentation skills.
  • The ability to provide independent, practical and decision-focused advice within complex and sensitive environments.
  • Experience developing strategic direction, coordinating specialist workstreams and translating complex information into clear recommendations.
  • Availability and capacity to respond to project requirements as individual assignments are commissioned.
