As a community-focused organisation, Bayside City Council is continuing to strengthen its regulatory services and community amenity functions as part of its broader organisational transformation. This leadership opportunity reflects Council’s commitment to delivering fair, consistent and customer-centred regulatory outcomes while supporting the liveability, safety and wellbeing of the municipality.

Reporting directly to the Director City Development, the Manager Amenity Protection is a key senior leadership role responsible for leading Council’s Amenity Protection Department. The portfolio includes Local Laws, Asset Protection, Animal Management, Parking Compliance, Footpath Trading, Planning Investigations, and School Crossing Supervision. Leading a multidisciplinary team, the role is responsible for providing strategic direction, driving service improvement and ensuring effective regulatory outcomes across a highly visible community-facing portfolio.

Following a recent organisational restructure, the role has evolved to incorporate Asset Protection responsibilities, including oversight of construction-related impacts, construction management plans and associated compliance activities. This addition creates an opportunity for the successful candidate to play a significant role in balancing development activity with community amenity outcomes while ensuring regulatory obligations are administered fairly and consistently.

The position will also play an important role in continuing the positive cultural and capability journey already underway within the department. Working within a council environment focused on delivering practical community outcomes, the successful candidate will be expected to build team capability, strengthen accountability, improve customer experience and support Council’s priorities around community amenity, trader support and visible frontline services.

The successful candidate will be an experienced people leader with a background in regulatory, compliance, enforcement, investigation or community safety functions. You will possess strong judgement, highly developed stakeholder engagement skills and the ability to lead fair, risk-based decision making within a complex community environment. Experience within Local Government will be highly regarded, particularly across Local Laws, Asset Protection, Parking Compliance or related regulatory services.

This role will suit a leader who combines strategic thinking and a continuous improvement mindset with a pragmatic and contemporary leadership style. You will be motivated by the opportunity to step into a genuine leadership position, make a meaningful contribution over a defined period and continue strengthening a high-profile service area that has a direct impact on community liveability and customer outcomes.
