Western Downs Digital Park
Western Downs Digital Park is a major new hyperscale data centre campus at Kogan in Queensland. Planned across multiple delivery phases, it brings together AI-ready data centres, energy infrastructure and a purpose-built campus environment. This is an opportunity to help shape a critical new digital infrastructure asset from the ground up.
The role
The Capital Project Controls Lead will own the campus-wide cost plan and commercial-governance framework for Western Downs Digital Park. The remit spans construction of the first leased building and cost planning for the remaining infrastructure and future buildings as they progress through design, approvals, procurement and financial close.
You will give the Executive Project Director one coherent and trustworthy view of cost and commercial exposure across the campus. This includes cost planning, forecasting, contract and change management, progress claims, variation control, risk reporting and the direction of cost consultants and quantity-surveying support.
What you will lead
- The consolidated campus cost plan across the building in delivery, enabling infrastructure and future phases.
- Monthly forecast-to-complete, committed-cost, contingency and variance reporting for project, Finance and executive leadership.
- Construction-phase contract administration across general contractor and owner-supplied equipment packages.
- Progress-claim review, valuation, payment certification, variations and change control.
- Cost and commercial risk management, including clear exposure estimates, ownership and mitigation.
- Cost-plan readiness and procurement inputs supporting the financial close of future buildings.
- Cost consultants and quantity surveyors, with consistent standards for benchmarking, reporting and commercial rigour.
- Alignment between the campus cost plan, PMO master programme, procurement strategy and capital forecasting.
What you will bring
You will be an experienced project-controls, cost or quantity-surveying leader who has owned the cost position on major capital projects. You will be comfortable moving between detailed commercial analysis, contractor negotiations and concise reporting for executive and investment audiences.
- At least 10 years of experience in cost management, quantity surveying or capital project controls within construction or infrastructure.
- Direct ownership of cost plans across multiple project stages, packages, phases or concurrent assets.
- Strong contract-administration capability across progress claims, variations, change orders and claims.
- Demonstrated forecast-to-complete, variance-analysis and executive-reporting experience.
- Advanced cost planning, elemental cost modelling, benchmarking and commercial-risk capability.
- Australian construction experience; Queensland delivery experience is an advantage.
- Data centres, mission-critical facilities or comparable complex infrastructure experience is highly regarded.
- A degree in Quantity Surveying, Construction Management, Engineering or a related discipline; AIQS, RICS or equivalent membership is preferred.
