Our state government client is hiring Change analyst to Lead the design and delivery of change management and communication strategies and plans, using a structured methodology. The goals are to transform Biodiversity Offsets scheme customer and employee experience, processes and systems moving towards greater automation, scalability and innovation.

Key accountabilities

  • Lead the design and delivery of change activities and strategies (e.g. scope, impact assessment, change management strategy, change management plan, risk mitigation, change communications, capability assessment, resistance management, coaching) aligned to the Environment & Heritage change management framework and project management methodology
  • Provide advice to and consult with key stakeholders on complex and sensitive issues to enable sound decision-making on change management priorities and issues to ensure achievement of objectives, on time and to budget
  • Manage business change readiness and related risks (people, business continuity and organisational) to facilitate informed discussions with executive stakeholders and develop appropriate change management activities and strategies
  • Define and measure success metrics, benefits and monitor change effectiveness
  • Lead the design, development, delivery and management of communications to target audiences via organisational channels. These may include Frequently Asked Questions (FAQs), How to Guides, knowledge articles and Intranet content
  • Provide input, document requirements and support the design and delivery of training programs, the support model for the Project Portfolio Management System.
  • Contribute to continuous improvement activities, identifying opportunities and proposing innovative approaches to achieving objectives
  • Develop and maintain strong working partnerships with key stakeholders, including Program/Project Sponsors, Project Managers, Human Resources and Corporate Communications to ensure change strategies are aligned with key work stream activities, milestones and organisational objectives.
  • The Change Analyst is responsible for analysing, designing and developing data analytics and reporting to support evidence-based decision change management plans and providing quality information services related to digital transformation programs and associated projects.

Key Responsibilities

• Identify and assess how proposed system and process changes affect roles, workflows, teams, and customers.

• Document change impacts and work with business stakeholders to validate and refine findings.

• Translate technical changes into clear, user focused implications.

• Draft clear, engaging, and audience appropriate communications to support awareness, readiness, and adoption.

• Prepare communication plans, key messages, FAQs, and stakeholder updates.

• Ensure consistency of messaging across all channels and project touchpoints.

• Conduct training needs assessments to determine required learning content, delivery methods, and user groups.

• Map training requirements to role types, business units, and system functionality.

• Recommend training strategies that support effective learning and adoption.

• Design and distribute user sentiment surveys to measure readiness, confidence, and post training experience.

• Analyse survey results and present insights to the project team and stakeholders.

• Recommend targeted interventions based on feedback trends.

• Define and track change adoption metrics, including training completion, system usage, behavioural shifts, and user sentiment.

• Report on change effectiveness and identify areas requiring additional support.

• Contribute to lessons learned reviews and continuous improvement activities.

Daily rate:$950+super

Location: Paramatta

Duration- End of December + Possible extension
