Azooa is responding to a Department of Foreign Affairs and Trade (DFAT) RFQ and is seeking Expressions of Interest from already TSPV-cleared ICT Project Managers to support a major program of ICT delivery within DFAT’s Information Management and Technology Division (IMD).
This opportunity is strictly onsite in Canberra and supports high-value, high-risk, nationally significant ICT initiatives that underpin Australia’s global diplomatic and trade operations.
🔐 IMPORTANT SECURITY REQUIREMENT
✅ Candidates MUST hold a current TSPV (Top Secret Positive Vetting) or TSPA clearance
⚠️ This role is not suitable for candidates who only “can obtain” clearance
Only active, transferrable TSPV/TSPA-cleared professionals will be considered as part of this RFQ response.
📌 Opportunity Overview
- 🧑 💼 Role Title: ICT Project Manager (EL1 equivalent)
- 👥 Number of roles: Up to 5 positions per supplier
- 🏛️ Client: Department of Foreign Affairs and Trade (DFAT)
- 📍 Location: ACT – Onsite only (no remote / hybrid)
- 🕒 Hours: Up to 40 hours per week
- 📆 Estimated Start Date: March 2026
- ⏳ Initial Contract: 12 months
- 🔁 Extensions: Up to 2 × 12-month extensions
- 📄 Engagement Type: ICT Labour Hire – DMP2 Panel
Azooa is supporting DFAT to fill immediate resourcing gaps as well as future projects identified in the forward program of work. Successful candidates will be embedded within DFAT’s ICT Division and will independently manage a small portfolio of ICT projects.
💼 Role Description
As an ICT Project Manager, you will report to a DFAT Program Manager and be accountable for the end-to-end delivery of ICT projects, ensuring alignment with DFAT’s strategic objectives, governance frameworks, and delivery standards.
You will be trusted to operate autonomously, engage confidently with senior executives, and manage delivery in a complex, secure, and highly governed Federal Government environment.
🧭 Key Duties & Responsibilities
In the delivery of DFAT’s Programs of Work, you will be responsible for:
📊 Project Delivery & Management
- 🗂️ Managing the delivery of a small set of concurrent ICT projects
- 🧩 Applying DFAT-approved project management methodologies
- 🔄 Managing the full project lifecycle, including:
- Project initiation
- Delivery and execution
- Transition to BAU
- Formal project closure
🧑 💼 Stakeholder & Executive Engagement
- 🤝 Engaging with senior executives (SES) to shape outcomes and gain traction
- 🗣️ Communicating clearly with technical teams, business areas, and governance bodies
- 🧠 Translating complex technical information into executive-level insights
📈 Governance, Reporting & Assurance
- 🧾 Preparing and presenting reports to:
- Senior Executives
- Program / Project Boards
- Other governance and assurance forums
- 📅 Managing scope, schedule, milestones, and delivery timeframes
- ⚖️ Ensuring delivery aligns with DFAT strategic directives and priorities
💰 Financial & Resource Management
- 💼 Managing project budgets and tracking expenditure against baselines
- 📊 Monitoring, tracking, and reporting against baselined financials
- 🧮 Supporting project-related departmental financial processes
- 👥 Coordinating internal and external resources, including procurement activities
⚠️ Risk, Issue & Quality Management
- 🔍 Actively identifying, managing, and resolving risks and issues
- 🧪 Ensuring quality outcomes align with agreed artefacts and standards
- 🎯 Balancing competing priorities while maintaining strong attention to detail
🧠 Essential Skills & Experience
To be successful, you will demonstrate:
⭐ Proven ICT Project Management Capability
- Extensive experience delivering complex ICT projects in large, regulated environments
- Strong track record of working with senior executives to drive outcomes
- Ability to manage ambiguity and deliver under pressure
🤝 Stakeholder Engagement Excellence
- Highly developed communication and negotiation skills
- Ability to build and sustain productive relationships with:
- Technical specialists
- Business stakeholders
- Executives and governance bodies
🛠️ Methodologies & Frameworks
- Hands-on experience delivering projects using:
- PRINCE2
- MSP
- Agile
- SAFe
- Hybrid delivery models
- Strong discipline in applying tools, templates, and governance frameworks
