🚨 Now Seeking TSPV-Cleared Training Service Managers (EL1 equivalent) – ACT | Onsite 🇦🇺

📢 DFAT RFQ | Digital Transformation Program | Expressions of Interest Open

Azooa is responding to a Department of Foreign Affairs and Trade (DFAT) RFQ and is seeking Expressions of Interest from experienced, already TSPV or TSPA-cleared Training Service Managers to support a large-scale ICT and digital transformation program within DFAT’s Information Management and Technology Division (IMD).

These roles are critical to ensuring DFAT staff are confident, capable, and supported in adopting new digital tools, systems, and ways of working across Australia and DFAT’s global network.

⚠️ This engagement is strictly onsite in Canberra (ACT) and supports secure, high-impact Federal Government initiatives.

🔐 IMPORTANT SECURITY REQUIREMENT

Candidates MUST hold a current TSPV (Top Secret Positive Vetting) or TSPA clearance

⚠️ Candidates who do not currently hold an active clearance cannot be considered

Clearance must be maintained for the full duration of the contract.

📌 Opportunity Overview

  • 👥 Number of roles: Up to 5 positions per supplier
  • 🏛️ Client: Department of Foreign Affairs and Trade (DFAT)
  • 📍 Location: ACT – Onsite only (all services delivered on-site)
  • 🕒 Hours: Up to 40 hours per week
  • 📆 Estimated Start Date:March 2026
  • Initial Contract:12 months
  • 🔁 Extensions: Up to 2 × 12-month extensions
  • 📄 Engagement Type: ICT Labour Hire – DMP2 Panel

Azooa is supporting DFAT to source highly capable training professionals to fill immediate capability gaps and support future waves of ICT-enabled change identified in the forward program of work.

💼 Role Description

As a Training Service Manager, you will design, deliver, and continuously improve technology-focused training programs that enable DFAT staff to confidently adopt and use new digital platforms and systems.

You will work closely with ICT delivery teams, business stakeholders, and end users to ensure training is engaging, accessible, effective, and aligned to organisational needs. This role plays a key part in change adoption, workforce uplift, and realising the benefits of digital transformation.

🧭 Key Duties & Responsibilities

Your responsibilities will include, but are not limited to:

🎓 Training Design & Delivery

  • 📘 Designing and delivering technology training programs for diverse audiences
  • 🏫 Facilitating in-person and virtual training sessions
  • 🧠 Tailoring content to different skill levels, roles, and learning styles
  • 🛠️ Providing hands-on guidance and support during training activities

🧩 Instructional Design & Materials Development

  • 📝 Developing high-quality training materials, including:
  • User guides and quick reference materials
  • Slide decks and facilitator packs
  • E-learning modules and digital learning assets
  • 🎨 Applying adult learning principles to maximise engagement and retention

🔍 Training Needs Analysis & Stakeholder Engagement

  • 🤝 Working with business units and ICT teams to identify training requirements
  • 🗂️ Conducting training needs analysis aligned to project delivery milestones
  • 🗣️ Collaborating with stakeholders to ensure training aligns with operational realities

📊 Evaluation & Continuous Improvement

  • 📈 Evaluating training effectiveness using feedback, metrics, and performance indicators
  • 🔄 Refining and improving training approaches based on lessons learned
  • 📚 Staying current with emerging technologies and learning best practices

⚠️ Support & Problem Solving

  • 🧪 Troubleshooting technical issues during training sessions
  • 🎯 Adapting delivery approaches in fast-paced, changing environments
  • 🧠 Responding effectively to user challenges and capability gaps

  • Proven experience designing and delivering technology training programs
  • Experience training diverse user groups across large or complex organisations
  • Confidence delivering training in secure and highly governed environments

💻 Technical Knowledge

  • Strong understanding of ICT systems, software platforms, and digital tools
  • Ability to clearly explain complex technical concepts to non-technical users
  • Comfort working alongside ICT delivery teams

🛠️ Instructional Design Capability

  • Demonstrated ability to create engaging, fit-for-purpose learning materials
  • Experience with e-learning platforms and blended learning approaches
  • Strong attention to quality, consistency, and usability

🗣️ Communication & Facilitation

  • Excellent verbal and written communication skills
  • Proven ability to facilitate interactive, engaging training sessions
  • Strong stakeholder engagement and relationship-building capability
