Job Description

Posted on: April 16, 2026

Build digital services that matter — with people who care about how they’re built

At Tobias, we partner with government and complex organisations to design and deliver digital services that genuinely make a difference. We put people at the centre of everything we do — not just users, but the teams who design, build and run the services as well.

We’re currently looking for an experienced Project Manager to support the delivery of complex, high‑value digital initiatives within a major Australian Government department. This role aligns to an APS EL1equivalent level and suits someone who combines strong delivery discipline with a practical, product‑informed mindset.

This is a hands‑on delivery role for a project manager who is comfortable navigating complexity, working closely with multidisciplinary teams, and balancing governance with modern ways of working.

About the role

You’ll be embedded in a collaborative delivery environment responsible for end‑to‑end management of complex ICT initiatives. The work spans planning, delivery, assurance and stakeholder engagement - often in contexts where scope evolves and outcomes matter more than rigid adherence to process.

This role suits someone who brings calm leadership, clear communication, and a pragmatic approach to delivery - and who understands that frameworks are tools, not outcomes in themselves.

Role details:

  • Start date: 1 July 2026
  • Contract: 12 months (extensions up to 24 months possible)
  • Location: ACT preferred (initial onsite period required; limited flexibility may be considered)
  • Hours: Up to 40 hours per week
  • Security: Australian citizenship and ability to obtain (or hold) Baseline clearance required

What you’ll be doing

In this role, you’ll:

  • Lead the planning, delivery, monitoring and evaluation of complex ICT projects and programs
  • Provide clear governance, assurance and delivery reporting to senior stakeholders
  • Manage risks, issues, dependencies, resources and delivery constraints
  • Build and maintain strong working relationships across government, suppliers and delivery partners
  • Support multidisciplinary teams operating in iterative, product‑led environments
  • Apply waterfall, hybrid and agile delivery approaches pragmatically, based on context
  • Help teams navigate ambiguity, change and competing priorities while maintaining momentum

A productled delivery mindset

This role values an outcomes‑focused approach to delivery. You’ll be comfortable working with evolving scope, prioritising work based on value, and collaborating closely with product, design and engineering roles.

Delivery frameworks are used deliberately — to support teams and outcomes, rather than constrain them.

What we’re looking for

We’re looking for someone who brings sound judgment, delivery maturity and a collaborative mindset.

You’ll likely have:

  • Minimum 5 years’ experience leading complex ICT projects and programs within the Australian Federal Government
  • Demonstrated ability to independently manage work priorities and delivery outcomes in complex settings
  • Strong stakeholder engagement, negotiation and communication skills, including with senior executives
  • Experience delivering using waterfall and hybrid agile approaches
  • The ability to communicate clearly with senior executives and governance forums
  • Confidence operating in complex, highly‑regulated environments

Why work with Tobias?

You won’t be treated as “just another contractor”. We’re intentional about placing people into environments where they can contribute meaningfully, do quality work, and be part of respectful, high‑performing teams.

If you enjoy complex problem‑solving, care about how things are built, and want to work alongside capable and generous colleagues, this role could be a great fit.

How to apply

To apply, please share:

  • A short summary of your relevant experience
  • Your location and availability from 1 July 2026
  • Confirmation of Australian citizenship and security clearance status
