About the role…

Reporting directly to the Chief Executive Officer, the Manager Human Resources leads the Human Resources and Workplace Health and Safety functions, providing efficient, customer-focused and values-based advice and services across the organisation.

This senior role is responsible for driving HR strategy, workforce planning, organisational development, industrial relations and WHS systems, while ensuring compliance with legislative requirements. You will play a key role in shaping culture, improving performance and supporting leaders to deliver safe, compliant and high-performing outcomes.

What you will do…

  • HR & WHS Leadership: Lead HR and WHS teams, setting strategic direction and supporting professional development and service delivery.
  • Policy & Frameworks: Review, develop and implement HR and WHS policies, procedures and frameworks aligned with organisational needs and legislative requirements.
  • Industrial Relations: Represent the Town in industrial relations matters and enterprise bargaining negotiations.
  • Workforce Strategy: Develop and implement the Town's strategic workforce plan and support organisational capability building.
  • Safety Leadership: Promote a strong safety-first culture and oversee the Town's Safety Management System, ensuring compliance, reporting and continuous improvement.
  • Executive Advice: Provide high-level advice to the CEO and Senior Leadership Team on HR, WHS, performance and people-related matters.
  • Culture & Development: Lead organisation-wide training, development and values-based initiatives that support engagement and performance.
  • Governance & Compliance: Ensure accurate record keeping, reporting and compliance with WHS and HR legislative obligations.

To be successful in the role you will have…

  • Tertiary qualifications in Human Resources or a related discipline.
  • Substantial experience in a senior HR role within a medium to large organisation.
  • Demonstrated experience in organisational development, cultural change and workforce strategy.
  • Strong knowledge of HR legislation, awards, agreements, policies and procedures.
  • Experience driving process improvement, KPI development and performance frameworks.
  • Excellent leadership, communication and stakeholder engagement skills.
  • Local government experience (desirable).
  • Postgraduate qualifications in HR or a related field (desirable).
  • National Police Clearance and a valid driver's licence.
